Goals of the project
Telemedicine
is providing the medical aid in conditions, when distance is the critical factor.
With the purpose of improvement of the medical aid the experts of public health
use means of communication for exchange the information at the diagnosis,
determination of a treatment and for prevention of diseases and trauma,
realization of researches and also for increase of qualification of staff. Supporters
of the telemedicine consider it as a way of improvement of quality of public
health and rendering of the medical aid. Telemedicine
and the organization of specialized medical information consultations to the
population are seemed to be especially important on Russian Far East, as well
as in wild and far regions of the USA owing to large territory of region. In
far places the public health can be limited, it can be especially expensive by
use of air transportation of patients from northern regions to the Vladivostok
hospitals.
The purposes of the
telemedicine project of the
“Regional information service of the social care are:
Main goals of the project:
1. Creating of the “ Regional information service of the social care”,
including:
- organization
of computerized working places of the doctors of different specialties;
- creation
of the center of operative information service (Call center) of the population
on medical and adjacent problems;

information
system with databases on the basis of the “Regional information service of the
social care";

use of
the common international standards of exchange of the data, including
videodata; -
exit
in departmental computer networks of the information exchange, including a
global network INTERNET;

providing
with functions of the telemedicine to
two- or multilateral consultations directly during operations, is absolutely
necessary to guarantee the high standard of medical service to the population,
living in far regions of Primorije.
2. Creation of the
telecommunication Network of the Primorsky Krai able to:

constant
communication of local computer networks of medical establishments of Primorsky
Krai among themselves and with a local network " Regional information
service of the social care of the population "; -
organization
of multilocal videoconferences between medical institutions of Primorije in a
real time regime;
-
connection
of a regional system of videoconferences with Russian and international
networks of the various standards (IP, ISDN); -
connection
of medical organizations of Primorije with a global network INTERNET.
Regional information service of the social care will work under the direction of
Health Department of Administration of Primorsky Krai, Far-Eastern Medical
Association and is created on the basis of Regional Center for Disaster
Medicine, Emergency and Ambulance care. Regional information service of the
social care of the population is legally created in the form of noncommercial
(non profit) organization.
