Introduction

 

Primorsky Krai is situated on the Far East of Russia. The area is about 168 000 km2 , population is about 2 300 000 people, the territory is 900 km from the North to the South and about 600 km from the West to the East.

Administrative center of the Primorsky Krai is city Vladivostok. The main part of the population (42 %) lives in 3 cities: Vladivostok, Ussuriisk, Nakhodka.

Because of the significant sizes of territory of Primorsky Krai in far distance places public health services may be limited. They can be very expensive because of the use of air transportation of patients from northern regions to Vladivostok hospitals.

In the regional program of support of low income people of the population and also with the purpose of improvement of medical services for the inhabitants of Primorsky Krai the Far-Eastern Medical Association has an intention to create "Regional information service of the social care " within the project Telemedicine. For the organization of such service the foreign investors, medical institutions of Primorsky Krai, commercial firms are involved.

The main attention in the business - plan offered to consideration is devoted to creation of an information infrastructure, enabling to use in practical medicine (either in usual circumstances, or in extraordinary ones) modern computer and information technologies, including the Telemedicine.

Regional information service of the social care will work under the direction of Health Department of Administration of Primorsky Krai, Far-Eastern Medical Association and is created on the basis of Regional Center for Disaster Medicine, Emergency and Ambulance care. Regional information service of the social care of the population is legally created in the form of noncommercial (non profit) organization.
